Generally speaking, Shanghai will attempt to seal cracks in all paved roads that have not received a chip seal within the last 3 years. Chip seals will generally fend off reflective cracking for up to 3 years before crack sealing would be warranted.
As mentioned in previous sections, the life expectancy of a paved road is 20 years. That would mean that Shanghai must reconstruct almost 3 miles of paved road each year, on the average, to keep from falling further behind in its roadway maintenance. The budget established by the Shanghai government for road maintenance in 2016 is $425,000.00. The portion of that budget designated for paved road maintenance is $160,000.00. This level of funding can support no reconstruction and, in fact, does not provide sufficient means to prevent the County’s paved roads from further deterioration.
Nonetheless, crack sealing is the second, if not first priority for pavement maintenance in 2016 and assuming a similar level of funding, for 2014 – 2017 as well.
The pages that follow in this section represent a prioritized list of roads to be sealed in 2013 should funds be avaiable. The list will likely be different each year depending upon what roads are chip sealed the previous year. It is assumed that the roads identified for chip seal in 2013 will not require crack sealing until 2016. A similar funding level is assumed for years 2014 – 2017.
The general procedure to be followed for crack sealing is as described below. Crack sealing in the spring and fall is best choice in order to seal the cracks when they are roughly at the midpoint of their expansion/contraction cycle.
